The Best Mexican Food in Central El Paso

Seven Mexican kitchens in central El Paso, ranked and checked against their own listings, from a 1927 cafe by Concordia Cemetery to a top ten taco counter.

The Short Answer

L & J Cafe on East Missouri Avenue is the best all round Mexican kitchen in central El Paso, open since 1927 and still run by the founding family. For tacos specifically, go to Taconeta on Montana Avenue, which Texas Monthly ranked sixth in its 50 Best Tacos in Texas list. For menudo at dawn, Good Luck Cafe on Alameda.

L & J Cafe

Concordia · $$

Known for Green chile enchiladas and chiles rellenos in a room that has been serving since 1927

This is the oldest kitchen on the list and the one locals send visitors to first. It opened in 1927 as Tony's Place, on what was then the edge of town, and the family that runs it now is the fourth generation. El Pasoans still call it the Old Place by the Graveyard, because it backs onto Concordia Cemetery.

The reason it ranks first is that it is the broadest and the best verified. The chile relleno plate, the green chile enchiladas and the chile colorado are the orders that come up again and again in local coverage, and the restaurant publishes its own hours, address and phone, which more than half the places in this part of town do not.

Go-to order or tip: The dining room fills at noon on weekdays. Come at 11 a.m. or after 1.30 p.m. and you will walk in.

Hours
Monday to Friday 10 a.m. to 8 p.m., Saturday 9 a.m. to 8 p.m., Sunday 9 a.m. to 5 p.m.

Taconeta

Montana Avenue · $$

Known for The battered cremini mushroom taco that put it sixth on Texas Monthly's 50 Best Tacos in Texas

Taconeta is the only kitchen in central El Paso with a current statewide credential. Texas Monthly placed it sixth on its 50 Best Tacos in Texas list, and the Visit El Paso tourism office confirmed the ranking in its own announcement. The taco that earned it is battered cremini mushroom over black bean puree with salsa macha.

It is a loud room and it is meant to be. The suadero, made with brisket confit, and the carnitas are the picks if you want something less inventive. Its own website was offline when we checked, so treat the phone number as the reliable way to reach it.

Go-to order or tip: Order one mushroom taco and one suadero on the first visit. They are the two ends of what this place does.

Hours
Opens late morning and runs to roughly 10 p.m. Listings disagree on Sunday, so call before a Sunday trip.

Casa Pantera

Five Points · $$$

Known for Wood fired Mexican cooking from chef and co owner Santiago Estrada Jr.

Casa Pantera opened on Pershing Drive in the summer of 2022 and is the reason Five Points reads as a dining neighborhood now rather than a crossroads. Santiago Estrada Jr, a Lower Valley native who trained abroad before coming home, runs the kitchen and co owns the place.

The cooking is built around a wood fire, and the dishes people come back for are the ceviche, the octopus and the mussels rather than the obvious plates. It is the one entry here where a reservation is genuinely useful.

Go-to order or tip: Book the outdoor kitchen seating if you can. It goes first on weekend evenings.

Hours
Dinner only, Tuesday through Sunday. Published closing times vary, so reserve and confirm.

Cónico Cocina Mexicana

Downtown · $$$

Known for Regional Mexican plates from Oaxaca and Sinaloa, with tortillas pressed fresh every day

Cónico is the most ambitious Mexican kitchen inside the downtown loop. Texas Monthly's write up singles out a slow cooked pork belly mole from Oaxaca served with a pear confit, and an aguachile from Sinaloa, which is a long way from the combination plate most of this city's Mexican restaurants are built on.

There is a serious taco list too, with crispy chapulines as the one people talk about afterwards. Every tortilla in the building is made the day it is served.

Go-to order or tip: The short happy hour early in the evening is the only window when the kitchen puts out its taco menu.

Hours
Dinner service most evenings, with a later start on Monday. Reservations are accepted.

Kiki's Mexican Restaurant

Manhattan Heights · $$

Known for Beef machaca, mole and green chile, on the same Piedras Street corner since 1976

Paula Yardeni opened Kiki's in 1976 and named it after her daughter. Hector Latigo, who had managed the room, bought it when she retired in 2011, and the menu did not change. The adobe style building on the Piedras corner is small enough that it fills at both lunch and dinner.

Hispanic magazine named it one of the 50 best Hispanic restaurants in the country every year from 1997 through 2002, and chef Aarón Sánchez picked its beef machaca on an episode of The Best Thing I Ever Ate. The machaca and the green chile dishes are still what to order.

Go-to order or tip: Eat early. Visit El Paso's own guide warns that it fills fast at lunch and again in the evening.

Hours
Opens at 10.30 a.m. most days and closes in the evening. One listing shows a Tuesday closure, so call ahead.

Good Luck Cafe

Alameda Avenue · $

Known for Menudo made to the same recipe since 1968

This is the menudo answer. The family has been making it on Alameda Avenue since 1968, El Paso Inc has given it the city's best menudo in its Best of the Best awards, and Texas Monthly notes that locals simply treat it as the best in town. A 2011 El Paso Inc profile put its usage at roughly 700 pounds of tripe a week.

It is a diner, not a destination restaurant. Caldo de res and burgers are on the same menu. Come for the bowl, early, and do not expect anything decorative.

Go-to order or tip: Menudo starts at 6 a.m. Weekend mornings are when the room is at its best and its busiest.

Hours
Opens at 6 a.m. and stays open late, later still on Friday and Saturday. Published schedules disagree on the weekday closure, so call.

Mamacitas

Downtown · $$

Known for Chilaquiles and churro waffles on the ground floor of the Hotel Indigo

Mamacitas sits at the corner of Kansas and Main, in the ground floor of the Hotel Indigo, and it is the most useful breakfast on this list because it opens early and takes reservations. The chilaquiles are the order.

It is the newest and the most hotel shaped entry here, which is why it is last rather than absent. If you are staying downtown without a car, it is the one place on this list you can walk to before anything else opens.

Go-to order or tip: Sunday brunch runs on a different schedule from the weekday breakfast service. Check which one you are booking.

Hours
Breakfast through the evening daily, with a separate Sunday brunch. Listings differ on the exact windows.

How did we pick these?

We started with every Mexican restaurant we could find inside the central ZIP codes, then cut anything we could not stand behind. Each entry had to clear three checks: it had to be confirmed open by a current source, it had to be inside central El Paso rather than the east side or the Upper Valley, and its address had to agree across at least two places we actually read.

That cut more than it kept. Elemi, which Texas Monthly ranked second in the state for tacos, moved from North Kansas Street out to Eastlake Boulevard, which is no longer central by any reading. Forti's Mexican Elder on Chelsea Street appears closed, and we found no official confirmation either way, so we left it off rather than send anyone to a locked door. H&H Car Wash and Coffee Shop, a James Beard America's Classics honoree in 2001, closed in 2021. Amar on North Mesa is very good and is primarily Peruvian, so it does not belong under this title. Chico's Tacos is the hardest omission, and the reason is in the FAQ above.

No business on this list paid for its place and none of them is a Hello Web Designs client. This is a straight editorial ranking.

Where sources disagreed, we said so in the listing rather than picking a number and hoping. Hours in this part of town are genuinely unstable, and several of these kitchens do not publish their own. Call before you drive.

What should you know before you go?

Central El Paso is compact. Everything above sits within about six miles, and you can reasonably do downtown and Five Points in one evening. What changes between them is the kind of meal.

Place Neighborhood Go for Price Walk in?
L & J Cafe Concordia The full central El Paso plate $$ Yes, outside noon
Taconeta Montana Ave Tacos worth a detour $$ Yes
Casa Pantera Five Points A dinner you dress for $$$ Reserve
Cónico Downtown Regional Mexican cooking $$$ Reserve
Kiki's Manhattan Heights Machaca and green chile $$ Go early
Good Luck Cafe Alameda Ave Menudo at 6 a.m. $ Yes
Mamacitas Downtown Breakfast you can walk to $$ Yes

Two practical notes. Parking downtown is metered and enforced on weekdays, so the Kansas Street and Mesa Street entries are easier in the evening than at lunch. And several of these rooms are small. Kiki's in particular fills at both services, which Visit El Paso's own guide warns about.

Which neighborhoods count as central El Paso?

Locals use the term loosely, and search engines use it more loosely still. For this list it means the older ring around downtown: the downtown core itself, Sunset Heights on the hill above it, Five Points where Pershing and Piedras meet, Manhattan Heights further north, Concordia out by the cemetery, and the Alameda Avenue corridor running southeast.

The reason to be strict about it is that a lot of the restaurants that surface in a search for central El Paso are not in it. The far east side around Zaragoza and Eastlake is twenty minutes of freeway away. Horizon City and Socorro are separate towns. A list that quietly mixes them in is not a list of central El Paso at all.

What should you do next?

Pick one anchor and build around it. If this is a first visit, book nothing, go to L & J Cafe at 11 a.m. on a weekday, and spend the evening at Taconeta. If you are already an El Pasoan and want something you have not done, Cónico and Casa Pantera are the two kitchens actually pushing at what Mexican food in this city can be.

More from us: every El Paso article we publish collects on the El Paso city guide, and the best Mexican food in Texas hub covers the rest of the state. If you are heading east, our guide to the best Mexican food on the South Side of San Antonio takes the same approach in a very different city, and the best tacos in the Houston Heights covers the other end of I-10.

Frequently Asked Questions

In practice it is the band of older neighbourhoods wrapped around downtown, roughly the 79901, 79902, 79903, 79905 and 79930 ZIP codes. That takes in downtown, Sunset Heights, Five Points, Manhattan Heights, Concordia and the Alameda Avenue corridor. It does not include the far east side, the Upper Valley or Horizon City.

Elemi is one of the best Mexican restaurants in the El Paso area and ranked second on Texas Monthly's 50 Best Tacos in Texas, but it left its downtown address on North Kansas and now operates at 13500 Eastlake Blvd on the far east side. That is about 20 miles from central El Paso, so it falls outside the title.

The original Chico's opened on Alameda Avenue in 1953 and it is a genuine El Paso institution, but we could not confirm its current hours or operating status from the business itself or from any source newer than 2023. We cut anything we cannot verify rather than guess, so it is left off.

L & J Cafe, if you only have one meal. It covers the widest range of central El Paso Mexican cooking, it is open most of the day, and it publishes its own hours. If you have two meals, make the second one tacos at Taconeta or menudo at Good Luck Cafe.

Casa Pantera, Cónico and Mamacitas take them and are worth booking, particularly on weekend evenings. L & J Cafe, Kiki's and Good Luck Cafe are walk in rooms. Going early is the only reliable way to skip a wait at the last three.
